DNP and Cybertrust in Partnership Agreement on a Personal Identification Business Based on the Japanese Public Key Infrastructure for Social Security and Tax Number Cards

Dai Nippon Printing Co., Ltd. (DNP) and Cybertrust Japan Co., Ltd. (Cybertrust) have concluded a partnership agreement regarding a personal identification business based on the Japanese Public Key Infrastructure (JPKI) for Social Security and Tax Number cards.
DNP is currently providing documentation-driven personal identification as part of Business Process Outsourcing (BPO) services. In line with this agreement, Cybertrust plans to provide an online personal identification platform service. The combination of these two efforts will allow DNP to operate a total personal identification service.
Social Security and Tax Number cards have been distributed from January 2016, and store JPKI digital certificates, for those who requested such a service when applying. To date, the use of such digital certificates has been restricted to administrative procedures, such as e-tax. From 2016, however, it has become possible for private sector companies that have acquired certification from the Minister for Internal Affairs and Communications to use the digital certificates for individuals as electronic personal identification when opening bank accounts. There are great expectations for the expanded use of such digital certificates against the backdrop of the increasing penetration of IT into our daily lives. Apart from the opening of bank and brokerage accounts, other major areas of usage are likely to include, credit card applications and personal identification for insurance and mobile phone contracts. In addition, electronic identification can also be used to confirm changes of address, as well as age and existence confirmation. As a result, the use of electronic identification is also expected to expand to safer, more secure and sounder e-commerce transactions.
With the online personal identification platform service provided by Cybertrust, the following unique functions will be offered, based on the JPKI.
- Personal identification function
A function for the online confirmation of existence and identity of the individual that has been difficult to achieve electronically to date. As a result, it has been necessary to rely on personal identification documentation forwarded via the postal service.
- Address confirmation function
A function, used with the user's consent, for confirming the said-user's address and changes of that address. To date, confirmation has been conducted by checking appropriately marked notification postcards, forwarded via the postal service. But, it has not been possible to perform address confirmation in a certain enough manner based on such cases, as non-delivery, or mistaken delivery to other individuals residing at the address following relocation by the intended target of the postcard. The new function can also be used to help resolve such social challenges as the use of unoccupied housing as the delivery address in e-commerce transactions.
- Age confirmation function
A function, used with the user's consent, to confirm that the said-user's age is above a specified level. In particular, it will now become possible to confirm age when selling such items as alcohol and cigarettes via e-commerce outlets, and help develop a sound e-commerce transaction environment as a result.
- Existence confirmation
A function, used with the user's consent, to confirm the existence of the said-user, or whether they have moved overseas. The new function can also be used to resolve such challenges as ownership of online contents, and their maintenance.
- Electronic membership certificates issue function
A function allowing companies to issue unique in-house electronic certificates for their members. This can be used to confirm member qualification status during e-commerce, and to perform safe log-ins. It is planned to make the function conform to the operations of various computers, smartphones and tablet terminals.
By using the online personal identification platform service provided by Cybertrust, and the personal identification service from DNP, companies no longer need to develop, create or operate individual systems. Nor do they need to undergo screening and procedures connected with certification from the Minister for Internal Affairs and Communications. As a result, it will be possible to adopt electronic personal identification services on a usage-charge basis. Charges and other conditions will be announced in due course.
In line with the partnership agreement, DNP and Cybertrust will commence offering online personal identification platform services and related services, and will promote their adoption mainly in the finance and e-commerce areas.
By actively operating a highly safe, secure and convenient online personal identification platform service the partners will contribute to the achievement of a better internet society.
